Regulatory Accounting and Utility Billing Unit ManagerThis opportunity is open to current King County employees. We are not accepting external applications at this time.This is an opportunity to serve the people that live, work, and play in King County by leading the Regulatory Accounting and Utility Billing Unit for one of the largest wastewater utilities on the west coast. You will foster relationships, collaboration, and teamwork across units and the division, so the division functions as "One King County."You will serve in a key Finance & Administration leadership role that reports to the Finance Section Manager and collaborates with Finance unit managers and supervisors to ensure the suite of Finance services are provided with unified and coordinated excellence. You will help lead a Finance & Administration section that provides services that include budget development & oversight, capital finance, contracting, technology services, central service administration (i.e. Division Fleet management), accounting, audit & compliance, rates & financial planning, payroll, and billing & accounts receivable.Experienced senior leader in municipal accounting and finance. Takes ownership for ensuring the Accounting and Utility Billing functions are delivering excellent work product and customer service to internal and external clients. Acts in an advisory role as the subject matter expert for complex accounting decisions. Leads the team in accounting for complex debt activities such as tender transactions and managing the treasury function that tracks the WIFIA interim financing commercial paper program. Performs research, coordinates with the County's central Finance and Business Operations Division (FBOD) and makes recommendations regarding complex issues such as capitalizing joint projects with external agencies and determining when an expenditure meets criteria for regulatory asset treatment. Leads a team to accurately prepare entries and reporting in alignment with GASB and FASB guidance and collaborates with FBOD on year-end reporting of the enterprise fund in the County-wide financial statements. Coordinates and supports the audit function that performs contract agency billing audits and internal audit and compliance work. Works with the County's central Debt team, Financial Advisor, and Bond Counsel to provide critical agency financial information for upcoming debt transactions and disclosures. Reconciles debt disclosures to financial statement disclosures and ensures appropriate representation of WTD's financial position. Regularly engages with the industry to stay apprised of revised guidance and new challenges. Advises the Finance Section Manager and the debt team regarding WTD financial position and financial reporting context to inform debt management and other agency decisioning. Works closely with the capital budget team to ensure new capital project requests meet criteria establishing an asset that can be capitalized in reporting and funded by capital budget resources. Oversees the Utility Billing unit responsible for billing and collection of WTD revenues including sewer rate revenue from contract agencies, industrial waste fees and charges, and capacity charge billing and collection directly to homes and businesses in the WTD service area.About the Role:This is a great opportunity for an experienced leader who can demonstrate a strong commitment to understanding the nature of a complex challenge and find a tailored solution that achieves compliance in the context of agency business needs. • Leads the Accounting and Utility Billing functions in the Wastewater Treatment Division, Responsible for recruiting, resourcing, and managing the performance of direct reports, and supporting supervisors in doing the same.
• Collaborates across the Division and County on accounting and treasury related WTD debt activity.
• Subject matter expert advisor for the enterprise fund and regulatory accounting context WTD manages and reports within.
• Leadership resource advising the Utility Billing unit on issues of revenue collection compliance and reporting and assisting in resolving issues that arise related to customer service escalation.Experience, Qualifications, Knowledge, SkillsQualifications You Bring:
  • Depth of experience in municipal accounting, specifically experience in recording complex debt transactions.
  • Experience providing financial reporting data to support new debt transactions, including disclosures for an Official Statement.
  • Experience providing financial statement and proforma analysis to support debt strategy and cash management decisioning.
  • Experience in enterprise fund cash management and other treasury activities, including tracking commercial paper sources and uses and compliance schedules.
  • Experience with complex regulatory accounting and related regulatory asset accounting analysis and reporting.
  • Experience preparing enterprise fund financial statements.
  • Experience leading and developing effective teams, hiring and developing staff, assessing performance, managing conflict.
  • Experience responding to audit requests including the Washington State Auditor's office and other agencies such as the Internal Revenue Service; experience responding to debt-related audits preferred.Competencies You Bring:

      • Washington State Driver's License.

        • Ten or more years in a leadership role managing people and deliverables.
        • Experience and expertise in municipal accounting and treasury.
        • Experience in delivering and reporting for municipal debt transactions.Supplemental InformationWorking Conditions:
          • Remote and Onsite Work Details:Employees in this role work remotely from a home location, with onsite reporting requirements 1-2 times a month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104).           • Requirement:Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
          • Work Schedule:This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
          • Union Representation: This position is represented by the Teamster, Local 117.
