Health Sciences has an outstanding opportunity for a Director of
Finance and Grants Administration to join their team.The Director
of Finance and Grants Administration at ITHS is responsible for
independently directing the financial affairs of this major,
multi-institutional institute administratively housed in the
University of Washington School of Medicine. ITHS has an annual
operating budget of approximately $17M, including sponsored
research funds, shared services revenue, state funds, gifts, and
affiliated hospital funding associated with Institute research and
training programs. The Director is responsible for the management,
coordination, tracking, and compliance for these funds within the
annual operating budget regardless of location. The Director also
leads all budgeting activities, establishment of appropriate
financial systems, payroll, purchasing, and related tasks.This
position also independently directs grants administration for the
Institute, ensuring compliance with UW regulations, auditing
standards, and NIH grant policies such as clinical research funding
regulations, training grant mechanisms, and program income and cost
centers.This position serves as an independent and primary
administrative and financial manager for the ITHS Executive
Director. The Director of Finance and Grants Administration thus
plays a critical role in converting strategic leadership into
ultimate delivery of service and measurable results through
assessment, analysis, astute recommendations, and achievement of
endorsement.DUTIES AND RESPONSIBILITIESFinance and Grants
Management & Administration - 60%:
- Independently manage the Institute's financial activities on a
day-to-day basis; the position is responsible for all funds awarded
to or allocated to ITHS.
- Establish and maintain control systems for monitoring
expenditures, including oversight of the reconciliation and
reporting of expenditures.
- Provide financial direction and advice to the Program Directors
and Unit Managers.
- Provide regular and ad-hoc financial reports of the overall
ITHS budget for the Executive Director and PI.
- Oversee and track total compensation and payroll
activities.
- Develop policies and procedures as they relate to fiscal
management including development of a complete annual budget
process for the Institute and all funding sources.
- Participate in the process of negotiating periodic
institutional support from the Office of Research, UW Medicine the
Health Science Schools, and other UW units.
- Ensure appropriate use of state funding.
- Liaison with partner institutions' fiscal administrators to
reduce barriers to collaborative research services.
- Maintain accountability of compliance with all federal, state,
and University regulatory standards and requirements.MINIMUM
REQUIREMENTS
- Bachelor Degree in Business Administration, Health
Administration, or related field.
- A minimum of 6 years experience in organizational and financial
management including pre- and post-award grants management in an
academic research setting.Equivalent education/experience will
substitute for all minimum qualifications except when there are
legal requirements, such as a
license/certification/registration.ADDITIONAL REQUIREMENTS
- Additional experience focused on finance and organizational
development.
- Demonstrated success in federal grant proposal development and
support.
- Intermediate to advanced skills in Microsoft Office products
especially Excel.
- Experience managing complex, collaborative administrative
projects and processes.
- Strongly detail-oriented, analytical, able to work on large and
complex projects in a deadline-driven environment.
- Skill in performing fiscal analyses, organizing data, and
developing a variety of intuitive reports and dashboards for
leadership use.
- Strong supervisory skills; able to develop and lead teams.
- Proven ability to communicate effectively with high-level
academic and medical professionals.
- Outstanding interpersonal, written, and verbal
communications.
- Exceptional organizational planning and time management
skills.
- Strong customer service orientation to meet the needs of users
in a new, complex, and dispersed consortium environment.DESIRED
QUALIFICATIONS
- Master's degree in Health Care Administration, Public
Administration, Business Administration, or a related field plus 3
years of experience in organizational and financial management
including pre- and post-award grants management in an academic
research setting.
- Experience managing clinical research and/or academic training
programs.
- Experience with University of Washington or other large
academic financial systems.
- Demonstrated skill in development and utilization of complex
administrative databases.
- Hands-on fiscal management experience with UW systems,
policies, and offices for purchasing, accounting, grant
submissions, payroll, and equipment inventory.
- Experience in clinical research grants and contracts
administration.
- Experience with cost/recharge type centers, including
launching, rate-setting, fiscal management, billing, and fiscal
analysis.
- Experience in applying continuous process improvement, lean
techniques, or other organizational development
